Special Revitalization Zone

On May 24, 2018 the Kalisz City Council adopted Resolution No. LIII / 719/2018 regarding the establishment of the Special Revitalization Zone in the revitalization area of the City of Kalisz. The resolution was verified by the Voivode of the Wielkopolska province in terms of compliance with the law and on May 30 it was announced in Dziennik Urzędowy (Official Journal) of the Wielkopolska Province (item: Dziennik Urzędowy Województwa Wielkopolskiego, 2018.4418). The resolution came into force on June 14, 2018.

The Special Revitalization Zone is established for the efficient implementation of revitalization projects specified in the Local Revitalization Programme and will last for 10 years.

The establishment of the zone involves a number of legal instruments that may be applied by the City of Kalisz, including: pre-emptive right, the use of a special procedure for awarding public contracts and the possibility of granting subsidies to landowners and perpetual leasers.

Kalisz has the right of pre-emption of real estate located in the area of the Special Regeneration Zone, in accordance with art. 109 para. 1 point 4b) of the Act on Real Estate Management. When notaries draw up notarial deeds concerning purchase and sale transactions, they require a certificate whether the property is located in the special zone. Such a certificate can be obtained from the Kalisz Municipal Office (Town Hall, 20 Główny Rynek Square, room No. 11, on the ground floor).
